1. Members Present: Jennifer Fish, President; Mark Wilson, President-Elect; Lloyd Owens, Past-President; Jim Bennett, Treasurer; Dave Libben, At-Large Council Member.

2. Call to Order and Minutes

·         President Fish called the meeting to order. 

  • The Executive Council Meeting minutes from June 10, 2003 were reviewed. Mark Wilson moved to accept the June minutes, seconded by Lloyd Owens. Motion carried. 

3. Treasurer’s Report

·         Jim Bennett reviewed the treasurer’s report from the previous meeting (June 10, 2003).  Treasurer Bennett provided a written treasurer’s report for the current meeting (see attached):

·         The three accounts had no transactions other than interest accumulation.

·         Operating: $3,380.72; Scholarship: $13,885.87; Envirothon: $5,341.42.

·         Issuance of the 2003 check to the Envirothon was overlooked.  Treasurer Bennett reminded the Council the check to the Envirothon is due 10 days before the event.  He recommended combining the interest from 2003 with the interest from 2004 and making a single large payment in 2004.

·         Treasurer Bennett passed out a letter from Tim Gerber and Barry Allred summarizing the results of the AOC financial audit (see attached).  All accounts were in order.  As noted in the letter, Jim is to be commended for the completeness of his records.

·         Lloyd Owens moved to accept the Jim “Greenspan” Bennett’s Treasurer report; Mark Wilson seconded. Motion Carried.

4. Committee Reports

  • Membership Committee
    • Dave Libben, Chair, is receiving membership reports from SWCS-HQ.
    • Dave sent out a reminder letter to individuals with lapsed AOC memberships.  He reported the letter yielded a high renewal rate.
    • Dave will contact individuals who signed a sheet expressing interest in the AOC at the Connecting Ohio Watersheds (COW) Conference.
    • Dave enhanced the SWCS tri-fold membership brochure by including an AOC insert soliciting financial donations at specific levels.
  • Scholarship Committee
    • Lloyd Owens reported that Larry Antosch was unaware of any grants to support scholarships.
  • Nomination Committee
    • Lloyd Owens, Chair, has started to develop a list of nominees.
    • Mark Wilson moved to extend the date for accepting officer nominations from early August to September 11, 2003.  Jim Bennett seconded.  Motion carried.

New Business

  • SWCS International Meeting – Spokane, Washington
    • Dave Libben moved that Lloyd Owens serve as the AOC delegate at the International Meeting.  Jim Bennett seconded.  Motion Passed.
    • Several people from Ohio are expected to attend the meeting.
  • AOC Summer Meeting
    • The Summer Meeting is set for September 11, 2003 at the Agricultural Research Service (ARS) Hydrologic Station in Coshocton.
    • Mark Wilson presented the proposed agenda as developed by the planning committee (Mark Wilson, Larry Antosch, Dennis DeWeese, Lloyd Owens and Norm Widman).  The Executive Council affirmed the agenda as proposed.
    • Dave Libben suggested inviting all NRCS and SWCD student trainees at a reduced registration cost.  The Executive Council affirmed Dave’s suggestion and decided upon a $10 registration for student trainees (regular registration - $20). 
    • Lloyd Owens and Mark Wilson will provide Summer Meeting information to newsletter editor Sean Browning.
    • Registration cost will be waived for speakers.
  • Newsletter
    • July 15th is the deadline for the next newsletter.

Next Meeting Time and Place: Tuesday, August 12, 2003 at 9:30 at the Franklin Soil and Water Conservation District Office in Grove City. 

Brent Sohngen moved to adjourn, Jim Bennett seconded.  Motion passed. 

Meeting adjourned 11:00 am (Russian Time).
